The mission of the Harbor Police Department is to contribute to the homeland defense by ensuring the safe, secure and efficient flow of cargo and cruise passengers; and a safe, secure working environment for Port tenants, workers and visitors throughout the jurisdiction of the Port of New Orleans by providing proactive law enforcement services, patrols, anti-terrorism efforts and investigative services in a professional, courteous and community-oriented manner.

HPD Core Values:

Honor — We are accountable to the public trust. Integrity is our standard.

Pride — We are proud of our profession and of the duties we perform. We exist to serve, and we serve with pride.

Dedication — We are devoted to our responsibility as public servants.

Jurisdiction

The Harbor Police Department is an integral part of the community, within both the Port of New Orleans’ jurisdiction and the entire region.

The Harbor Police Department has a maritime servitude along the Mississippi River in the Port NOLA tri-parish jurisdiction, from Mississippi River mile marker 115, which is the boundary line between the parishes of Jefferson and St. Charles, and mile marker 82.1, which is the boundary between the parishes of Orleans, Plaquemines and St. Bernard. Port NOLA also owns industrial property making up a substantial portion of the waterfront land on the Inner Harbor.

Officers of the Harbor Police Department are granted the authority to enforce laws and perform police functions under Louisiana Revised Statutes 34:25 and 34:26.
