Port of New Orleans Harbor Police Department Promotes Roland Kindell Sr. to Lieutenant

NEW ORLEANS – The New Orleans Harbor Police Department (HPD) has promoted Sgt. Roland Kindell Sr. to the rank of Lieutenant, recognizing his leadership, dedication to public safety, and more than 17 years of law enforcement service.

Lt. Kindell joined the New Orleans Harbor Police Department in April 2023 and has served in several key leadership roles, including Assistant Watch Commander for B-Platoon Night Watch, Field Training Officer Manager, and instructor at the New Orleans Harbor Police Academy. In these roles, he has helped strengthen officer training, accountability, and operational effectiveness across HPD's tri-parish jurisdiction of Orleans, Jefferson and St. Bernard Parish.

A United States Navy veteran, Lt. Kindell brings extensive law enforcement experience and specialized certifications in instructor development, crisis intervention, defensive tactics, traffic enforcement, and incident command systems. He was recognized as HPD Officer of the Year in 2025 and Officer of the Quarter in 2024.

Kindell has consistently demonstrated professionalism, leadership, and a strong commitment to the mission of the Harbor Police Department,” said Harbor Police Chief Melanie Montroll. “His experience, dedication to protecting the Port’s critical infrastructure, and focus on public safety make him exceptionally well-suited for this leadership role. I am proud to congratulate him on this well-deserved promotion.”

During his tenure with HPD, Lt. Kindell has led initiatives to enhance officer development and performance tracking while also supporting community outreach efforts, including National Night Out Against Crime and educational programs throughout the New Orleans region.

“I am truly grateful for this opportunity and for the support of my family, my wife, my command staff, and the officers I have had the privilege to serve alongside,” said Lt. Kindell. “This promotion is about continuing to serve, develop our people, and stay intentional in carrying out the mission of the Harbor Police Department.”

As Lieutenant, Kindell will continue supporting the department's mission to protect the Port of New Orleans' critical infrastructure, maritime assets, and the communities it serves.
