Chad Larkins, Director of Facilities and Infrastructure, has been with the Port since 2020. He has managed the operation, inspection, and maintenance of critical infrastructure, including bridges, buildings, and drainage systems. His responsibilities have included overseeing departmental budgets and leading preventive maintenance programs. He has ensured operational readiness and coordinated with stakeholders on facility and asset management. Before joining the Port, Mr. Larkins was employed by the state's transportation agency, where his responsibilities included construction contract management, inspection, and the maintenance and operation of essential infrastructure. He holds a Master’s degree in Civil Engineering and has nearly completed his doctoral coursework in the same field at the University of New Orleans.
